1. That is absolutely hilarious.
2. It might be a Kawasaki EX 250/500 with a custom paint job. Tail end looks like it. That would explain the skinny tires and lack of ability to handle the weight.

from the rear it looked like someone riding a pocket-bike. it may not have been that funny (ok, it's funny no matter what), save for the fact that he was also wearing all white! helmet-- white. shirt, pants, shoes-- white. i nearly had to pull over. it definitely made my day!

Here's some more
notice the distinctive vent in the side of the bodywork. The metal brace above the rear tire with the triangular pattern. Two person seat. And the front blinker is an exact match in the first image.
as you said Jeff, the skinny tires are unusual for a 750. I think the low stance of the bike may be a combination of his weight and the design of the bike.

The hardest I have ever laughed in my life was at an overweight man riding a very small bike into a gate at Redstone Arsenal. I was with 4 other people. We were literally crying and the guard at the gate knew why.
