In the first game, Halo had a unique design regarding weapons. Instead of having 32 weapons (not that there's something wrong with that per se), they decided to have less than ten weapons, each with a specific purpose. And you could only carry two weapons at a time. Halo also had some great controls, and proved once again you could play shooters on a console. Something like that should have won the Arsenal and Controls category, because Halo 3 messes with the design by adding twenty new weapons that we didn't need and its controls aren't as special.
