Wow. I don't think that it is some firing of Halo's sequence on the messege. Definatly more of just a clean-up process or some way to put the Flood into dormancy without destroying life. Whoever it was on the phone sounds human, so that may confirm Human-Forerunner relationships perhaps. Flood reclaimation and Spartans being reclaimers? Coincidental. Are the ads on most countries or at least every U.S. state? The recording does'nt sound it is supposed to be a recording, more like something that is currently happening, but like most of the time, I could be wrong. Halo 3 is awesome. Those guys at Bungie are pretty cool, too.
EDIT: Definatly NOT a recording, it is a conference call. Was it this time that the Forerunners confirmed the existence of the Flood? Are we the Forerunners? That'd be jawsome.
EDIT...2.0: OKAY maybe the Flood bacteria evolves or comes about in stagnant water. Why the hell did we not think of that? Just a regular flood, nothing Biblical. Anyway, it looks as though they are hiring to contain a real flood. This could be fake, but why only in these cities? What state is Bungie's office at? Seattle, right? It seems like these people are hiding something, like they are not cleaning actual "floods"(notice the ellipses at the end). Like some non-profit agency hiding behind the government. Maybe they are releasing the Flood or don't want any gov't to get involved in their discovery/plans. Check out the EPA website: http://www.epa.gov/mold/flood/index.html. Who else is involved?
